OPERATIONAL SUPPORT

Federal Mediation and Conciliation Service (FMCS) Workforce Analytics Support

CHALLENGE

The Federal Mediation and Conciliation Service (FMCS) encountered significant compliance challenges related to Equal Employment Opportunity Commission (EEOC) requirements. The agency required extensive support in preparing their Management Directive 715 (MD-715) data tables and reports. Most importantly, FMCS had fallen behind on conducting mandatory barrier analyses for several years. This lapse not only placed them out of compliance with EEOC requirements but also had the potential to affect their organizational effectiveness.

ACTION

CIDIS delivered exceptional workforce analytics and strategic support for MD-715 development through a comprehensive and impactful approach:

  • Established a robust data collection and analysis framework, effectively consolidating results from the Federal Employee Viewpoint Survey (FEVS), exit surveys, workforce demographics, 462 reports, and model EEO assessment to fulfill EEOC reporting requirements.
  • Developed advanced data analytics and reporting capabilities, empowering the creation of vital MD-715 analysis, reports, and data tables necessary for EEOC submission.
  • Conducted the agency’s first comprehensive barrier analysis across the human capital lifecycle, employing both quantitative and qualitative methods, including insightful employee focus groups and leadership interviews to drive meaningful change.
  • Conducted an in-depth analysis of workforce data and employee sentiment throughout the human capital lifecycle, uncovering key opportunities for improvement and organizational growth.
  • Formulated actionable recommendations with specific objectives, milestones, and success metrics aimed at effectively eliminating barriers. Collaborated closely with agency leadership to ensure practicality and foster engagement from crucial stakeholders, paving the way for sustained success.

IMPACT

With the invaluable support of CIDIS, FMCS has made remarkable strides toward establishing itself as a Model EEO employer. The successful completion of an extensive barrier analysis across the human capital lifecycle unveiled critical insights into the organization’s challenges and opportunities, setting a solid groundwork for transformative improvements. Our collaborative assessment efforts not only ensured the agency’s compliance with EEOC requirements but also crafted a powerful roadmap for sustainable, long-term organizational optimization.
